If it is only for your use, calibre could do it. But its PDF output is not always great. If you want to sell it or send it to a client or something like that, you would be better off starting from scratch. Format it in word and "Save As" PDF.
If you are selling your own PDF, the price of the template is the most valuable consideration. If you do not require that much value, a lot of people are willing to pay more for a template with better content and lower printing costs. But it's difficult to predict what price an average user would be willing to pay for templates. (That's the hard part). The other consideration is the quality of the design and layout. That's where the templates you will find in the other forums will take better advantage of their use of font styles and sizes that are popular as well as high-contrast colors. In the past I did offer a custom font and layout. It's a good idea to get one from a font designer. There are also some very good web design options available, with a lot of them still being free or low.
